The delay in this matter has been due to the necessity for the greatest care in the selection of a suitable design for the memorial and in the planning of the lay-out of the grounds of which it will be the central feature. The design has been approved, and work on the site has already begun. I can assure the Deputy that the erection of the memorial will proceed with all possible despatch.
