asked the Minister for Health whether the Disabled Persons (Maintenance Allowances) (Amendment) Regulations, 1957, are intended to ensure that, in future, no individual will have to take High Court proceedings to establish his claim to a disability allowance.

The effect of the Disabled Persons (Maintenance Allowances) (Amendment) Regulations, 1957, is

1. to permit authorised medical officers, in addition to the County Medical Officer, to certify applicants for disablement allowances paid under the Health Act, 1953.

2. to amend the position regarding entitlement to such allowances of persons in institutions, and

3. to require a recipient to notify the health authority of any alteration in the factors governing his eligibility for the allowance.

Nothing in the Regulations affects any right which an individual may have to take proceedings in the High Court in connection with a claim made by him under the Regulations.
