asked the Minister for Posts and Telegraphs whether he has seen the competition Bulls and Bears; and if touting for this through the post is permissible by law.

The competition referred to appears to be of recent origin. The question of whether it constitutes an unlawful lottery under the Gaming and Lotteries Act, 1956, in which event it would be open to the Department to take measures towards preventing the circulation through the post of material relating to it, is being examined.

Quite apart from illegality, would the Minister agree that the competition on its face does not bear the mark of genuineness and that it would appear to be a method by which a slick person can part a fool and his money?

That is not a question for decision by the Department of Posts and Telegraphs.

To which Department should it be referred?

To the Department of Justice.

Will the Minister refer it to the Department of Justice?

It is being referred to it.

It is important that people should not become mixed up in something such as Shanahan's Stamps.

It is worse than that.
