"Go ndeonófar suim fhorlíontach nach mó má £10 chun íoctha an mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31ú lá de Mhárta, 1961, le haghaidh Tuarastail agus Costais na bhForas Eolaíochta agus Ealaíon, le haghaidh Seirbhísí Ilghnéithe acha áirithe Oideachais agus Cultúir, agus Ildeontais-i-gCabhair.
That a supplementary sum not exceeding £10 be granted to defray the charge which will come in course of payment during the year ending on the 31st day of March, 1961, for the Salaries and Expenses of the Institutions of Science and Art, for certain Miscellaneous Educational and Cultural Services, and Sundry Grants-in-Aid."
The Supplementary Estimate for Science and Art is merely a token Vote to enable savings for various subheads to be applied to increase grants payable from other subheads. The additional grants have become necessary in order to facilitate the extension of the work of certain organisations concerned with the furtherance of the Irish language. The additional grants may be classed as follows:
(a) £600 for Cumann Drámaíochta na Scol. The present provision in the Vote for this organisation is £850. The need for the additional money arises from the growing number of Irish drama festivals in connection with schools. The work of Cumann Drámaíochta na Scol in this regard is generally acknowledged to be of the greatest possible help in the furtherance of the spoken language.
(b) £5,500 for Comhdháil Náisiúnta na Gaeilge. Of this, £4,660 is needed for a number of schemes for the promotion of Irish, of which the principal one is a project for the promotion of the sales of books and periodicals in Irish by the appointment of special organisers for that purpose. It is expected that, through the work of these organisers, together with the existing book-clubs and readers' circles, the market will thus be extended and both writers and publishers encouraged thereby. The remainder of the sum concerned is required to cover administration costs including increased salaries.
(c) In addition to the grants for periodicals in Irish and newspapers publishing current news in Irish for which provision is already included under this subhead (B 7) it is proposed that a grant of £1,100 be provided for the fortnightly periodical Amárach, the organ of “Muintir na Gaeltachta”. It is expected that a total of 24 issues will have qualified for grant by the end of the current financial year.
(d) Coimisiún Béaloideasa Éireann— the Irish Folklore Commission. An addition of £700 is needed for salary increases, with effect as from 1st October last, for the staff who had not received the cost of living increases granted in recent years.
