I am aware that some vocational education committees have experienced difficulty in obtaining fully qualified persons for appointments to teaching posts. The situation, though not satisfactory, is not as serious as has been suggested. I am taking appropriate steps to ensure that there will be a sufficient supply of qualified teachers to meet existing and future requirements.
