asked the Minister for Health the number of applications for free drugs and medicines by persons of the middle income group which were (a) approved and (b) refused in South Kerry constituency each year since the Health Acts came into force.

I presume that the Deputy's question relates to medicines and drugs supplied, free of charge, under section 14 of the Health Act, 1953, to persons not covered by General Medical Services cards. The earliest period for which the health authority has such information is the year ended 31st December, 1961. This followed the issue of a circular letter from my Department in September, 1961, which reminded health authorities that they are empowered to supply drugs and medicines, free of charge, under section 14 of the Health Act, 1953, to persons who, because of the financial hardship involved, are unable to meet the cost of these items, even though they do not hold medical cards, and asked the health authorities to keep records of items so supplied.

During the years ended 31st December, 1961 and 1962, no applications for free drugs and medicines under the terms of the circular were received from persons in the South Kerry constituency. During the year ended 31st December, 1963, three such applications were received and granted.
