asked the Minister for Health if it is permissible under the Health Acts for health authorities to pay disability allowances to permanently incapacitated person in public institutions who are maintained wholly or partially by public funds; and, if not, if he will consider the matter for future legislation.

The Disabled Persons (Maintenance Allowances) Regulations, 1963, made under section 50 of the Health Act, 1953, contain a provision which renders ineligible for an allowance any person who is maintained in an institution. This matter is one to be dealt with, amongst others, in the review of the health services which I am undertaking at the present time, and to which I have referred previously in the House.
