asked the Minister for External Affairs why Ireland has not signed the European Convention on Establishment, Recommendation 439 (1965) having regard to the fact that this convention has already been signed by Austria, Belgium, Denmark, France, the Federal Republic of Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Norway, Sweden, Turkey and the United Kingdom, that Resolution (61) was adopted by the Committee of Ministers on 27th February, 1961 and Resolution (51) 30B was adopted by the Committee of Ministers on 3rd May 1951, and that the terms of the Recommendation are in effect complied with on each Estimate debate for his Department; and if there is any special reason why Ireland cannot sign this Convention forthwith.

As I indicated recently when moving the Estimate for my Department for 1967-68, Ireland has, in fact, signed and ratified the European Convention on Establishment. The instrument of ratification was deposited on 1st September, 1966.
