Planning Appeals Bill, 1967: First Stage.

Leave granted to introduce a Bill entitled an Act to amend the Local Government (Planning and Development) Act, 1963, and the Local Government (Planning and Development) Act, 1963 (Appeals and References) Regulations, 1964, to provide for the establishment of an Appeals Board for the purpose of appeals under the Local Government (Planning and Development) Act, 1963, to provide for the payment of the expenses of the Appeals Board and to provide for other matters connected with the matters aforesaid.

We are not opposing the First Stage. According to the Standing Orders, the Second Stage will be taken on the first occasion there is Private Members' Business.

If it is not opposed, it can be taken now.

In the unlikely event of business being finished before Question Time, I assume that questions will be taken as soon as the business is finished?

You will not take any business; Fine Gael cannot take business. We were ready with the Road Traffic Bill and you would not take it.

In view of the entirely irresponsible statement of the Minister for Local Government, may I say that the Government intended to take this morning, firstly, business they had not even said last week they were going to take this week and, secondly, they are so bad that they could not produce——

If you know what you are at, why can you not order your business properly?

The Business of this House apparently had to be arranged to meet the convenience of the lawyer Members of the front bench of Fine Gael who are otherwise engaged in the morning.

That is untrue and it is as scurrilous as Deputy Carty was in Clarenbridge the other day. You do not understand the meaning of the word "honour".

In view of the disorder, Sir, would you not consider naming the Minister for Local Government?
