Is it not a fact that, when the Minister reviewed the position on an earlier occasion, proposals had then been submitted?
Preliminary proposals had been submitted and were approved.
Can the Minister give me any reason as to why this scheme should not go ahead?
It has to be designed and contract documents have to be prepared.
