asked the Minister for External Affairs if the Government will make funds or other assistance available to help in the establishment or operation of an Irish Institute of Human Rights in association with the International Institute of Human Rights in Strasbourg.

There is no International Institute of Human Rights in Strasbourg with which an Irish Institute of Human Rights could be associated. In our case human rights and fundamental freedom are safeguarded by our Constitution, the Oireachtas and the courts.

No doubt the Minister is aware that an International Institute of Human Rights is in the course of formation in Strasbourg, that Professor Cassin has assigned for this purpose practically all his Nobel prize money and that the Institute is to be formally opened in December next? Is the Minister not aware that other countries are in fact establishing Institutes of Human Rights which will be associated with that Institute? In the light of those developments would the Minister reconsider the matter?
