Personal Explanation by Member.

I asked you yesterday evening. Sir, if you would allow me to raise a point this morning and you agreed to do so. The report in yesterday evening's Evening Press on the proceedings in the Dáil yesterday morning states :

At this point Deputy James Tully rose to say that he, sitting nearer to the Minister for Justice than either the Chair or Deputy FitzGerald, had not heard the matter mentioned in the House yesterday.

At this stage there were shouts of "chair, chair, chair" from the Government benches as the Ceann Comhairle rang the bell while Deputies Tully, FitzGerald and P. J. Burke were simultaneously on their feet hurling abuse at one another and at the Chair.

That is what I object to. I have been in this House since 1954 and I have never hurled abuse at any Member of the House and most certainly not at you, Sir. I object strongly to a member of the House as to whether the like that in the paper. I have great respect for them but I do not consider that that sort of thing should be allowed. I am speaking for myself. The other Deputies can speak for themselves if they wish to.

On a point of order——

We cannot have any discussion on this. I have allowed Deputy Tully to make a personal explanation.

May I claim the indulgence of the Chair for one second. The only thing I said yesterday was that there was a type of mob law over there, that I was anxious that there should be democracy in this House and that your ruling should be respected.

The Deputy did not hurl abuse at the Chair and neither did Deputy FitzGerald.
