asked the Minister for Health whether the appointments to the regional health boards are made by the Local Appointments Commission.

I presume the question relates to staff, and not to members, of health boards.

Selections for permanent appointment of chief executive officers, programme managers and professional officers, with some exceptions—mainly nurses—under health boards are made through the Local Appointments Commission. However, two former officers of health authorities who had held posts of approximately the same status as programme manager were transferred permanently to such posts without competition after the establishment of the health boards.
