andMr. Spring asked the Minister for Local Government if he will obtain the views of the City and County Managers' Association on the preparation of a unified scale of differential rents.

The detailed management and control of their dwellings is a matter for each of the 115 local authorities in the country. These authorities have adopted various forms of differential renting according to local circumstances over periods extending over 40 years. It would be difficult to apply a uniform system in place of systems adopted over so long a period to dwellings of so wide a range of sizes, standards and locations.

However, to help authorities in framing schemes a circular letter was issued in February, 1969, setting out certain guidelines. The object of this letter was to ensure that, in general, the same schemes would apply to new dwellings in different areas subject to costs, standards and other local circumstances.
