asked the Minister for Labour the appointments made in his Department from 20th March, 1957 to 13th March, 1973, other than through the Civil Service Commission and in respect of each appointment (a) the name of the person, (b) the grade, (c) the title of the post, (d) the qualifications required, (e) the salary and any allowances or emoluments attaching to the post and (f) the terms of employment.

The Department of Labour was not established until July, 1966. Apart from cleaning staff recruited through the employment exchanges and the National Manpower Service, between July, 1966 and 13th March, 1973, about 60 posts as temporary clerks in employment exchanges were filled for short periods in connection with the introduction of the redundancy payments scheme. The temporary clerks were recruited through the employment exchanges.

With the exception of a head of the manpower forecasting unit who remained for two years and is now a university professor, no other appointments in the normal sense were made in my Department, but a number of persons were engaged from time to time for limited periods to undertake specific inquiries or research work on a fee basis. There are also a number of persons retained on a fee-basis to act, for example, as chairman of statutory tribunals, advisory boards and as rights commissioners.

Would the Minister say if since 13th March a person who was politically unsafe was employed by the Department of Labour and released again? Would the Minister indicate the circumstances in which this person who was politically unsafe and who was in the pay of a foreign power was employed and later released by the Department of Labour since that date?

I have no evidence of any such occurrence.

Would the Minister have this investigated or would the Taoiseach have it investigated?

Perhaps the Deputy would like to put down a question on that matter to the Minister for Labour.

Will the Minister for Local Government convey it to the Minister for Labour?

No, I will not. If the Deputy wants the question answered he should put it down specifically.

I did ask the Minister for Labour for this information and he refused to give it.

I have given the Deputy the correct information. If he wants something else, he should specifically ask for what he is seeking.

Would the Taoiseach hold an inquiry into this? Maybe he is not aware of it. Maybe he is being hoodwinked.

The answer is "None".
