asked the Taoiseach the appointments made in his Department from 20th March, 1957, to 13th March, 1973, other than through the Civil Service Commission and in respect of each appointment (a) the name of the person (b) the grade (c) the title of the post (d) the qualifications required (e) the salary and any allowances or emoluments attaching to the post and (f) the terms of employment.

There were nine appointments in the Department of the Taoiseach of the type referred to in the question. I propose, with your permission, Sir, to circulate with the Official Report, particulars in regard to the appointees.

There were 323 such appointments in the Central Statistics Office. They included female temporary clerical assistants, household budget interviewers and farm accounts surveyors. It would not be possible to compile the information sought by the Deputy in regard to these appointees without the expenditure of a disproportionate amount of staff time.

The following is the statement:

1. (a) P Ó hAnnracháin, Uas.; (b) initially appointed Administration Officer, GIB, and subsequently appointed Director GIB; (c) Director, GIB; (d) Journalistic experience; (e) Principal Officer salary (as revised from time to time); (f) Established.

2. (a) Miss H. Behan; (b) No designated Civil Service grade; (c) Private Secretary to Parliamentary Secretary to Taoiseach; (d) Experience as a Private Secretary; (e) Higher Executive Officer salary (scale A) as revised from time to time; (f) Unestablished (whole-time).

3. (a) Mr. E. Neeson; (b) Director, GIB; (c) Director, GIB; (d) Journalistic experience; (e) Principal Officer salary (as revised from time to time); (f) Established.

4. (a) Dr. M. O'Donoghue; (b) No designated Civil Service grade; (c) Economic Adviser to Taoiseach; (d) Suitable background in economics; (e) Recoupment of salary et cetera to TCD and annual fee of £1,250 increased to £2,000 after two years; (f) Two years with an option to renew.

5. (a) Mr. J. Edwards; (b) Journalist; (c) Whole-time Journalist in GIB (for promotion of magazine "Eolas"); (d) Journalistic Experience; (e) Fee £9.50 per day; (f) Term of 12 months.

6. (a) S. Brady; (b) Journalist; (c) Journalist in GIB; (d) Journalistic experience; (e) Fee £200 per month; (f) Not exceeding four months.

7. (a) Mr. J. Jennings; (b) Journalist; (c) Journalist in GIB; (d) Journalistic experience; (e) Salary on recoupment basis to CIE; (f) Temporary—pending appointment of a whole-time journalist.

*8. (a) Mrs. D. Barry; (b) Shorthand Typist; (c) Temporary Shorthand Typist; (d) Experience as Shorthand Typist; (e) £2.75 per day and £1.37½ per ½ day of not less than 4 hours— max. in any week £13.15; (f) Temporary (whole-time).

*9. (a) Mrs. F. Sweeney; (b) Staff Officer; (c) Temporary Staff Officer (on fee basis); (d) Experience in work in GIB; (e) Fee £7.40 per day; (f) Temporary (whole-time).

*Established Civil Servants who had retired on marriage and were reemployed on a temporary basis.

We are now dealing with Question No. 3 on the Order Paper.

I wish to ask a relevant question on Question No. 1.

The Deputy will find other opportunities of raising these matters. He may not so do now.

Is the Taoiseach aware that the Six Counties have been described as a foreign country? Does he approve of that?

asked the Taoiseach if he will state in respect of persons appointed to his Department otherwise than through the Civil Service Commission during the period 20th March, 1957, to 13th March, 1973, the number who were appointed to permanent positions paid out of public funds between 2nd March, 1973, and 13th March, 1973, and in each case (a) the name of the person (b) the position to which the person was appointed (c) the qualifications required (d) the salary and any other allowance or emoluments attaching to the post and (e) the terms of employment.

The answer is "none".
