asked the Minister for Education the appointments made in his Department from 20th March, 1957, to 13th March, 1973, other than through the Civil Service Commission and in respect of each appointment (a) the name of the person (b) the grade (c) the title of the post (d) the qualifications required (e) the salary and any allowances or emoluments attaching to the post and (f) the terms of employment.

The majority of such appointments made during the period in question were temporary appointments in the institutions of science and art (52), in the departmental messenger service (62), and clerical grades (ten) and there were four temporary appointments as personal secretary to Ministers. The amount of work involved in the preparation of particulars as requested by the Deputy would not be justified.

One permanent appointment was made in the public interest. The particulars of the appointment are set out in a statement which, with your permission, a Cheann Comhairle, I propose to circulate with the Official Report.

Name: William Hyland.

Grade/Title: Senior Statistician.

Qualifications required: First class statistician with considerable administrative experience.

Salary and Allowances: £4,115× 121—£4,980.

Terms of Employment: Established. 41 hour week. 28 days annual leave.

asked the Minister for Education if he will state in respect of persons appointed to his Department otherwise than through the Civil Service Commission during the period 20th March, 1957, to 13th March, 1973, the number who were appointed to permanent positions paid out of public funds between 2nd March, 1973, and 13th March, 1973, and in each case (a) the name of the person (b) the position to which the person was appointed (c) the qualifications required (d) the salary and any other allowance or emoluments attaching to the post and (e) the terms of employment.

There was no person appointed to a permanent position in the Department of Education, otherwise than through the Civil Service Commission, between 2nd March, 1973, and 13th March, 1973.
