In reply to a parliamentary question on 4th December last, I stated that consideration of this report was at an advanced stage and I hoped to be able to consult the Government in the near future. Detailed "heads" of a Bill have in fact since been completed and have been approved by the Government, and the drafting of the Bill is now in progress.
