As I indicated on 10th April, 1975, when introducing my Department's Estimate for the current financial year, it is not possible, because of the present security situation, to release as many men as I would wish to attend educational courses. However, every opportunity will be availed of to raise the general and technical educational standards of the men so as to enable them to attain the high standards necessary in a modern Army and to find suitable employment when their Army service has ended.
