Regulations of Banks (Remuneration and Conditions of Employment) (Temporary Provisions) Bill, 1976: First Stage.

Leave granted to introduce a Bill entitled an Act to provide, in the national interest, for the regulation, for a limited period, of the remuneration and other terms and conditions of employment of employees of banks and to provide for matters connected with the matter aforesaid.

When will the text of the Bill be circulated?

Almost immediately.

Does that mean this morning?

May I observe on that item that the Government have a great capacity for propaganda, but is it not unusual to import propaganda or special pleading into the Long Title of a Bill? I refer in particular to the phrase "in the national interest". It is unusual, to say the least of it.

I suggest that the Leader of the Opposition make his points on Second Stage.

This is the Stage.

The Leader of the Opposition is long enough here to know that he cannot argue on this Stage.

There may be no debate on First Stage unless the Stage is opposed.
