It is the practice and tradition, I believe, in this House that we do not discuss this Bill in any detail but it is discussed in detail in the other House where the discussion is analogous to the discussion on the annual budget because the budget, as such, does not go to the other House. I say that merely for the record. That is why we have agreed that all Stages of this Bill be now taken formally.
