Order of Business.

It is proposed to take business in the following order: Nos. 1 to 6, inclusive; Nos. 9 to 22, inclusive. By agreement it is proposed to take the Second Stage of the Dairy Produce (Miscellaneous Provisions) (Amendment) Bill, 1977, immediately on completion of No. 18, and to take the Second Stage of the Telephone Capital Bill, 1977, immediately on completion of No. 22. There will be no interruption today for Private Members' Business.

Could I ask the Taoiseach when it is proposed to afford an opportunity for the House to hear of the arrangements for the composition and working of the Committee of Inquiry into the Garda Síochána?

It was not anticipated that the House would be afforded such an opportunity, but I will consider giving such an opportunity in the light of Deputy FitzGerald's request.

Deputy Eileen Desmond has requested the Chair to consider this as a matter for the Adjournment tonight, so perhaps there might be an opportunity then.

What I am concerned about is to have certain questions about the procedure of the committee clarified. I am not sure that an Adjournment debate is the best method for doing that. I would be happy if the matter could be discussed between the Whips to find what would be the best way of having a brief discussion on it.

Having regard to the urgency of re-establishing at the earliest possible date the Joint Committee of both Houses dealing with the EEC Secondary Legislation, which committee has not been able to meet since last May, could we have an indication how soon the necessary motion will be moved to re-establish this committee? I know it requires the co-operation of the other House, but an hour should not go by in which we can avoid missing out on the re-establishment of this committee.

Steps will be taken immediately on the necessary preliminary, that is, the establishment of a Committee of Selection. Today I signed an order asking the Clerk of the Seanad to summon a meeting of that Chamber on tomorrow fortnight. I take it the Committee of Selection will be appointed on that occasion as well, so no time will be lost thereafter.
