asked the Minister for Economic Planning and Development (a) if he approves the existing per capita distribution of State financing of education between first-level, second-level and third-level education; (b) if the existing pattern of distribution is in his opinion the most conducive to economic development; and (c) if the existing pattern in general corresponds with, or conflicts with, patterns in other EEC countries apart from Britain.

The relative distribution of State financial aid towards the cost of education for different age groups of the population in any country is the consequence of the operation of various factors, including the traditional pattern of organisation which has developed over the years and the economic stage of development which has been attained. It is a matter which should appropriately be reviewed periodically in the context of changing circumstances and plans for educational and economic advancement.

I should add, as I have already said, in reply to a previous question from the Deputy, that the Minister for Education proposes to issue a White Paper in due course setting out the lines for further educational development in Ireland. This will provide an opportunity for dealing with the subject matter of the Deputy's question in greater detail.

Would the Minister agree that he has not dealt with it in any detail at all? Would the Minister agree that he has not answered the question in regard to the existing pattern, nor the question in regard to how that pattern compares with the corresponding patterns of other EEC countries apart from Britain? Would the Minister agree that he has not answered the question good, bad or indifferent?

Did the Minister read the answer his Department put into his hand before he came into the House?

No. The point I made in my reply was that at any time the pattern of education expenditure observed is not an accurate reflection of the up-to-date set of priorities and objectives. Like most normal living systems there is a process of change under way. To deal adequately with the question of the further changes which should take place I indicated that I would prefer to deal with this more fully when we have had an opportunity to publish a White Paper and to discuss fully the issues involved.

Would the Minister agree that that reply relates only to one question?

I am finding it very hard to get a proper answer to this question. Would the Minister assert to the House that he has answered part (a) of the question and that he has answered part (c) of the question? I recognise that the Minister has answered part (b) by directing me to ongoing policy-making and so forth.

Part (c) if the existing pattern in general corresponds with or conflicts with patterns in other EEC countries apart from Britain.

This is a hopeless situation, and I will have to take advice about bringing it further.

Could I undertake to circulate some data to the Deputy? It is really a question of the interpretation of the words "corresponds with or conflicts with". I will certainly supply the Deputy with a lot of data on this issue.

Could the Minister give it to us now? That is what these questions are all about.
