asked the Minister for the Environment if it is permissible for a builder (details supplied) to retain a new house grant paid to him on 4 May 1979 in respect of a house purchaser (details supplied); if this grant should have been paid over to the house purchaser and if he will take action in the matter.

The certificate of reasonable value in this case approved a gross price of £12,600 which was inclusive of any grant payable to the builder. Therefore, in order to comply with the terms of the CRV the builder should only charge this amount less the grant of £325 which was paid to him on 3 May 1979. As the Deputy is aware, I have already had the matter taken up with the builder.
