Order of Business.

It is proposed to take business in the following order: Nos. 4, 5 and 8. By agreement it is proposed that the following time limit will apply to speakers in the debate on item No. 4: Opening speakers, 40 minutes each; second Government speaker, 30 minutes; other speakers, 15 minutes each. The final speakers from the Labour and Fine Gael Parties will be called on not later than 1.15 p.m. and 1.30 p.m., respectively, and the member of the Government replying to the debate will be called on not later than 1.45 p.m.

I want to point out that by a printers' error there are two No. 8s on the Order Paper. The No. 8 we are taking is the Ombudsman (No. 2) Bill, 1979.

The arrangement for the second Government speaker is particular to this debate because of the time constraint and the Government's willingness to drop one of the speakers they would have had under the normal arrangements and does not constitute any precedent for the future.
