Order of Business .

: It is proposed to take Nos. 1, 7, 4 and 2. Private Members' Business will be No. 13 (resumed). By agreement the following arrangements will apply to business before the Dáil today: (a) the proceedings on the Social Welfare Bill, 1983 will, if not previously concluded, be brought to conclusion at 6.30 p.m.; (b) proceedings on item No. 2 will, if not previously concluded, be brought to a conclusion at 7 p.m. and (c) the concluding speaker on the Private Members' Motion will be called on not later than 8.15 p.m.

: I should like to raise on the Adjournment the question of Irish retailers support for and marketing of Irish products and particularly the content of a full page advertisement taken by the Switzer Group in last Friday's Evening Herald in which they advertised exclusively——

: The Deputy cannot go into it in detail. The Chair will communicate with the Deputy.

: I should like to ask the Taoiseach when it is intended to make the Government announcement on the £10 charge for recruitment in the civil service seeing that a decision was taken by the Government not to go ahead with that charge?

: The Taoiseach may answer.

: Tell us the truth.

: Deputy Fitzgerald put his question more in the form of a statement which assumed certain things. He should phrase his question differently.

: I should like to ask the Taoiseach, please, when it is intended to announce the Government decision not to go ahead with the £10 charge on school-leavers and others applying for jobs in the civil service.

: Does the Deputy want to know?

: I am somewhat puzzled because there is no such Government decision. I do not understand what the Deputy is talking about.

: It was in the papers, even the ones you control.

: They made that decision when the Taoiseach was away.

: It is not 1 April yet.

(Interruptions.)

: I should like to raise on the Adjournment the incident which occurred in Carlingford Lough last Sunday when a German cargo ship was boarded by two members of a British naval patrol who stayed on board while the ship came into Greenore port. I will be asking the Taoiseach——

: The Deputy will have to get permission to do so. The Chair will communicate with him during the day.

: When is it proposed to circulate the Criminal Justice Bill, which I understand is ready? Is it the intention to deal with it in this session? Has the Taoiseach any knowledge of that?

: It is hoped to bring the Bill before the House in the session after Easter.

: I wish to raise on the Adjournment the question relating to the position of creditors of Finnegan and Company, Ennis, who went into voluntary liquidation yesterday.

: The Chair will communicate with the Deputy.

: Why did the Deputy not go to see her Minister?

: I attempted to raise on the Adjournment yesterday the question of increased telephone and rental charges with effect from 21 March and 1 April 1983. Is it possible for the Chair to assist me to get some reply from the Government because they tend to be silent when it comes to bad news and be quite vocal when it comes to good news?

: That is why you hear from us so often.

: The Chair is not clear whether Deputy Leyden is making a statement or asking a question.

: I am making a request through the Chair and through the Government to the Minister for Posts and Telegraphs that he would be so kind as to inform the public and this House——

: This is not a matter for the Order of Business.

: As a subscriber yourself I am sure the Chair is also appalled by the increases.

: This does not properly arise. You will have to find another method of raising it.

: I am attempting——

: The Deputy is being disorderly.

: I have attempted through the proper procedures of the House to raise a matter of public importance. The Chair in his wisdom decided not to allow me to raise this question on the Adjournment last night. I am now asking the Chair to allow me to raise it this evening on the Adjournment.

: The Chair will communicate with the Deputy.

: The Chair disallowed a question I put down to the Taoiseach which was subsequently transferred to the Minister for Finance and I should like to raise it on the Adjournment. It is the question of bootlegging and smuggling into the Republic.

: The Chair will communicate with the Deputy.

: I should like to ask the Taoiseach if the Government have decided to introduce legislation to prevent third countries from using the British flag of convenience to fish along our coast.

: That does not arise on the Order of Business.

: It is of vital importance to the Irish fishing industry and as a former Minister for Fisheries, the Chair——

: The Chair does not quarrel with that but is bound by Standing Orders.

: There is a precedent.
