asked the Minister for Finance the reason a person (details supplied) in County Meath who was employed by the Office of Public Works and retired in 1978, has not received a retirement pension.

The non-contributory pension scheme for non-established State employees provides that service given after an employee has reached the qualifying age for the social welfare contributory old age pension shall not be reckonable for pension purposes. The scheme also requires a minimum of five years net pensionable service for pension eligibility.

The person named in the question reached 67 years of age, which was then the qualifying old age pension age, on 24 May 1977. As he did not on that date have a minimum of five years' net pensionable service with the Office of Public Works, he did not qualify for the award of pension and lump sum from that office.
