The arrangements for financing the supplementary welfare allowance scheme which are provided for in the legislation involve a sharing of the costs between the Exchequer and local authorities. Under these arrangements the amount to be borne by each local authority concerned is determined by reference to that authority's expenditure on home assistance in 1975 as a proportion of total expenditure by all local authorities on home assistance in that year, with the balance of the cost being met by the Exchequer.
The proportions of expenditure in each health board area which falls to be met from the Vote for Social Welfare under these arrangements are as shown in the following table:
