asked the Minister for Labour the reason for the delay in the extension of the Worker Participation Act to the six additional companies already indicated by him; when he will be in a position to do so; and if he will make a statement on the matter.

The main factor which has influenced the timing of the introduction of this legislation has been the range of legal issues, primarily of a technical and definitional nature, which have had to be addressed in drafting the Bill. It is my aim to circulate the Bill after the Easter recess although no firm date for circulation can be given at this stage.

Under the Worker Participation (State Enterprises) Act, 1977, worker directors have been elected to the boards of seven State enterprises (i.e. Aer Lingus, B & I, Bord na Móna, Comhlucht Siúicre Éireann, CIE, ESB and NET). The amending legislation will allow the appointment of worker directors to the boards of an additional six enterprises (i.e. Aer Rianta, Bord Gáis, Foras Forbartha, National Rehabilitation Board, Irish Steel Limited and the VHI). In addition, the amending legislation will enable the introduction of participative arrangements below board level in a broad range of State enterprises on the request of a majority of employees.
