Local Government (Amendment) Bill, 1986: First Stage

I move:

That leave be granted to introduce a Bill entitled an Act to amend the Local Government Act, 1941, and the Local Government Act, 1946, so as to require the approval of both Houses of the Oireachtas for any order made by the Minister for the Environment removing from office members of a local authority or a rating authority.

This is a Private Members' Bill which seeks to restrict the powers of the Minister for the Environment in removing from office members of a local authority.

Is the motion opposed?

I move: "That Second Stage be taken in Private Members' Time."

I would require notice of that. I had no notice that the matter was to be raised today.

I did phone the office concerned.

The House can agree to grant leave for the Bill to be introduced in Private Members' Time.

I am not clear as to what we are agreeing.

Deputy De Rossa asked for permission to move that leave be granted to introduce the Bill.

In this House?

My only concern would be that Private Members' Time would be taken up. Is that involved?

My understanding is that the proposition is that the Bill be allowed to be printed.

That is what is agreed.

Is there any commitment involved at this stage to using Private Members' Time?

Not at this stage.

But if so agreed eventually, we would be using Private Members' Time.
