Vol. 373 No. 8

Written Answers. - Social Employment Schemes.

206.

asked the Minister for Labour when payment of moneys due under the social employment scheme will be made to a person (details supplied) in Dublin 11 for works being carried out under the community development scheme.

I wish to confirm that the outstanding payments to the individual in question in respect of social employment scheme projects have been processed and will issue from my Department early next week.

asked the Minister for Labour regarding the social employment schemes operating in the Dublin city and county area, (1) the number of individual projects-schemes, (2) the percentage of public body to voluntary body sponsorship, (3) the total number of participants, (4) the number of schools running SES schemes-projects, (5) the number of participants in such schools related schemes-projects, (6) the average cost per scheme-project, (7) the total estimated expenditure for 1987, and (8) the name and address of each scheme-project operating in the above area.

Statistics relating to the social employment scheme are compiled on the basis of National Manpower Service regions. Details on an individual county basis will be available only when the records of the scheme are completely computerised.

In the east region of the National Manpower Service, which encompasses counties Dublin, Wicklow and Kildare, there are currently 593 projects in operation. Of these projects it is estimated that approximately 32 per cent are sponsored by voluntary organisations, 8 per cent by public sector bodies and 60 per cent by schools. The 593 projects employ 1,590 participants.

The precise number of schools' projects and the number of participants in such projects is not readily available. It is estimated, however, that there are approximately 350 projects employing 430 participants in schools in the east region.

The cost of an SES project varies considerably for a number of reasons. For example, the number of participants employed varies greatly between projects and differing levels of grant aid are available to the different categories of sponsor. Based on the projected expenditure and number of projects in 1987, the average cost per project is estimated to be £12,000. I should add that the average cost of employing one person for a term of 52 weeks on the SES is approximately £4,500.

It is estimated that 1987 expenditure on SES operations in the east region will be about £9 million. A detailed list of sponsors operating projects in the region is not readily available. To provide it would require an inordinate amount of work which could not be justified.

asked the Minister for Labour when approval will be granted for social employment schemes for Kanturk, Charleville and Millstreet, County Cork, as submitted by Cork County Council.

The National Manpower Service recently authorised Cork County Council to proceed with these projects.
