asked the Minister for the Marine in view of his reply to Parliamentary Question No. 137 of 17 November 1987 who bears the responsibility for the removal of silt from the foreshore, below high water mark, which area is vested in the State.

As far as I can ascertain there is no legal liability on the State or other authority or person to remove silt from the area in question. If, however, the owner of the pier or any other interested party wishes to remove the silt a licence from me under the Foreshore Act, 1933, would be required.
