asked the Minister for the Environment the steps, if any, which have been taken to date to implement the Fianna Fáil policy, as outlined in the document Power back to the People — The Fianna Fáil Alternative, Local Elections, 1985, that they would call to set up a working party to report in six months and which would review rented accommodation, this party to consist of landlords, tenants, voluntary bodies and relevant Government Departments, all under the direction of his Department.

The Government's approach in relation to the private rented housing sector is to create conditions favourable to increased investment in the sector as the most effective way of progressively raising standards and ensuring that an orderly rents regime prevails. The recent re-introduction of section 23 incentives is a specific measure to this end. Conversely, any steps, which signal more stringent regulatory measures and controls, are liable to discourage investment, lead to an imbalance between supply and demand and are not in the best interests of potential users of rented accommodation.
