The Government's approach in relation to the private rented housing sector is to create conditions favourable to increased investment in the sector as the most effective way of progressively raising standards and ensuring that an orderly rents regime prevails. The recent re-introduction of section 23 incentives is a specific measure to this end. Conversely, any steps, which signal more stringent regulatory measures and controls, are liable to discourage investment, lead to an imbalance between supply and demand and are not in the best interests of potential users of rented accommodation.
