asked the Minister for Finance the extent to which archaeological sites and national monuments are being interfered with by the illegal use of metal detectors; if, in view of the fact that the National Museum reported the handing in, in recent weeks of important artefacts, he will declare an amnesty for those who might be in the possession of national treasure and fear prosecution, in order to encourage such person to hand in such treasures to the National Museum.

The reports received by the Commissioners of Public Works and the National Museum of Ireland would indicate that, up to 1987, archaeological sites and national monuments were being interfered with persistently by persons using metal detectors. Since the National Monuments (Amendment) Act, 1987, which introduced heavy fines and imprisonment for unauthorised use of metal detectors to search for archaeological objects, was enacted, one case only warranting prosecution has been reported to the commissioners.

The possibility of an amnesty in relation to illegally excavated artefacts would require careful consideration but the feasibility and usefulness of the proposal are being examined.
