Order of Business (Resumed).

I should like to raise on the Adjournment the problems that have arisen for a small County Longford exporter of live lamb. He is facing huge problems because every single obstacle that could be put in his way has been and he now finds himself with a consignment of lamb lying in Rosslare for one week and nobody seems to be able to help him.

I will be in touch with the Deputy concerning that matter.

Arising from Deputy Spring's statement I should like to know how a Member can raise a question in relation to Justice when Communications and Justice Questions are lumped together on the Order Paper.

That is not a matter for the Chair.

Surely there should be a separate session for them.

The Deputy should desist.

(Carlow-Kilkenny): I should like to raise on the Adjournment the subject matter of a question on yesterday's Order Paper concerning free travel for the disabled.

I will communicate with the Deputy.

I should like to raise on the Adjournment proposals for an increase in local authority rents beginning from next January. That is the second increase.

I should like to raise on the Adjournment the need for grant assistance to facilitate people living in smoke controlled zones. I am anxious to suggest that we should facilitate them with grant assistance to help them change from the burning of bituminous coal to non-pollutant fuels and appliances.

I should like to ask the Minister for the Environment if he is aware that many State services, school bus services, and postal services, have been withdrawn from county roads in my county. The roads are in a bad state because of the inadequacy of the finance given to my county.

That clearly is not a matter to be raised now. The Deputy knows how to proceed about such matters.

I should like the permission of the Chair to raise this matter on the Adjournment. I hope I will get favourable consideration.

In view of the total indecision and lack of clarity on the disciplinary sanctions that are permissible at primary school level I should like permission to raise on the Adjournment the need for the Minister for Education to introduce a specific code of discipline in our primary schools.

Earlier this week the Taoiseach was requested to make time available for statements on Ireland's voting position on 15 November at the United Nations in relation to the seating arrangements and the representation of people of Kampuchea. I should like to ask him if he, or the Minister for Foreign Affairs, have decided on facilitating that request.

The matter is still under consideration.

Could I suggest to the Taoiseach that he consider expediting his consideration because this vote will take place in less than one week? We are sitting today and again tomorrow and if we leave the debate until next week it is likely to be too late to have any bearing on the Government's consideration of their position. I strongly urge the Taoiseach to consider this matter for either today or tomorrow.

I should like to raise on the Adjournment, with the permission of the Chair, the failure of the Department of Agriculture and Food to pay grants to farmers under the farm installation scheme. Those grants have been approved by the Department but, months later, the cheques have not been paid out.

That is disgraceful.

(Limerick East): They want to give Fianna Fáil Deputies an opportunity to notify farmers first.

I would like to raise on the Adjournment the incidents that took place yesterday in Finglas and other areas in Dublin in recent weeks where gardaí have been attacked by groups of youths. I want to ask the Minister what he proposes to do to stem these incidents and protect the public and gardaí alike. It is important to have this problem raised on the Adjournment and I hope, with your permission, to have it raised.

Let me once again seek to raise on the Adjournment a recent decision by the Minister for Education which had the effect of withdrawing the entire of post-primary school facilities in the towns of Durrow and Abbeyleix in County Laois.

I would like to raise on the Adjournment the problems faced by over 10,000 people on social employment schemes who are denied the Christmas bonus, the national fuel scheme and free fuel.

I seek to raise on the Adjournment the question of continued air traffic delays at Dublin Airport where up to 90 per cent of flights have been late leaving in the past year. Given the serious situation I ask you to give consideration to my raising it this evening.

(Limerick East): I would like to raise on the Adjournment the question of accommodation for post-primary pupils in Hospital, County Limerick.

I seek to raise on the Adjournment the worrying developments in Chile leading up to the presidental and general elections due to take place there on 14 December and the need for the Irish Government and this House to take some meaningful action to ensure democracy will see its way on that day.

Let me ask the Taoiseach if the Government have resubmitted an integrated roads, airports and ports programme to the EC Commission and if the Government have been in a position to comply with the access requirements for Dublin and Waterford ports.

Perhaps the Deputy will put down a question in relation to that matter.

I seek permission to raise on the Adjournment once again the fact that we have no physiotherapy services for general practitioners on the north side of Dublin.

Further, may I ask the Taoiseach or the Minister for Health concerning a statement in the Adjournment debate last night which was highly misleading and inaccurate, concerning——

With your permission and in the belief that hope springs eternal, I seek to raise on the Adjournment the reasons the investigation into the Dublin planning scandal are running aground.

I would like to support Deputy Flanagan in regard to the closure by the present Government of two schools in Abbeyleix and Durrow.

Hope springs eternal for me also. Again, may I raise on the Adjournment the removal of Mr. Christy Walsh, Acting CEO of the Southern Health Board and the alleged involvement of the Taoiseach in that removal?

The more questions are raised for the Adjournment the lesser the hope is, you understand.

When is the Taoiseach going to provide the extra staff for the Land Registry to deal with the huge backlog of applications?

The then Minister for Justice stated he would provide extra staff immediately. What is the Taoiseach doing? Is he going to sit idly by?

Will I get an answer from the Taoiseach?

Deputy Sheehan has made his point. He is not entitled to an answer now. He is not in order now.

For the information of Deputy Sheehan and any other Deputy concerned with this issue, The Workers' Party have a question tabled to the Minister this afternoon — it is on the Order Paper — and no doubt we can all be here to deal with it then.

On the Order of Business, as we have the Minister for Justice with us this morning, may I again ask the Taoiseach, and the Taoiseach might get the Minister for Justice to respond, when it is anticipated the necessary statutory instruments and rules of court will be made pursuant to the Judicial Separation and Family Law Reform Bill?

Is this legislation?

This is required by legislation passed by this House and the Government were given six months to do this.

Please, Deputy Shatter, let us conform to proper procedure.

I am asking the Government to inform us when essential regulations will be made to enable the Act to be properly operational.

Does this appertain to legislation?

If the Deputy puts down a Dáil Question it will be——

The failure of the Government to introduce the necessary statutory instruments is inhibiting the workings of legislation to the detriment of those——
