Adjournment Debate Matters.

I wish to advise the House of the following matters in respect of which notice has been given to the Ceann Comhairle under Standing Order 20 (3) (a) and the name of the Member in each case:

(1) Deputy Jim Higgins — the need for the Minister for Health to provide resources to the Western Health Board for the 125 patients investigated at University College, Galway, in urgent need of open heart surgery and some of whom have been on a waiting list for over two years; (2) Deputy Connaughton — the plight of children awaiting bone marrow transplant operations at Our Lady's Hospital for Sick Children, Crumlin, Dublin 12; (3) Deputy John Bruton — the collapse of the Brooke talks; (4) Deputy Deasy — whether people who have a number of years service in the National Army and who are now old age pensioners, having worked in private industry, will be allowed the same additional pension rights in respect of their Army service as those who worked in the public sector; (5) Deputy Byrne — the advantages, to the country, of Government Departments, public and private companies using recycled paper for such items as rate demands, telephone bills, gas bills, circulars and so forth.

The Ceann Comhairle has selected for discussion the matters raised by Deputies Byrne, Jim Higgins and Connaughton.

My request to raise a question with regard to Army pensioners on the Adjournment was refused because of what was stated to be a lack of ministerial responsibility.

Deputy Deasy will appreciate that we cannot have a discussion on that now, and that the Chair is not in a position to explain.

Apparently, no Minister wants to take responsibility. What do I do in a situation like that?

I suggest that the Deputy consult the Ceann Comhairle, who has always given him whatever assistance and advice he has available to him.
