83 Mr. Allen asked the Tánaiste and Minister for Foreign Affairs if diplomatic relations are to be set up with Cuba.
Ireland's diplomatic network, both resident and nonresident, is small and must remain so for the foreseeable future, given our limited financial and personnel resources. Possibilities for its extension are considered from time to time in the light of our national and international interests and the availability of the necessary resources. It would be contrary to international practice to discuss publicly the establishment of diplomatic relations with any particular country, since any decision in this regard must first be made by agreement with the Government concerned.
