Ceist:97 Mr. E. Kenny asked the Minister for Health whether VHI board meetings were held outside the country in the past four years; if so, the nature of the business discussed; and if he will make a statement on the matter.

I have been advised by the Voluntary Health Insurance Board that two board meetings were held outside the State in the past four years. One occurred when the board accepted an invitation to visit the headquarters of Kaiser Permanente, Oakland, California to see the operation of their health funds. On the second occasion a board meeting was held during an International Federation of Health Funds study tour to Bonn. I am further advised that these board meetings were part of the regular monthly meetings which discuss normal business and to which the usual standards of confidentiality apply.
