It is proposed, not withstanding anything in Standing Orders, that the proceedings on Nos. 12, 13 and 14 shall be decided without debate, that the proceedings on No. 15, if not previously concluded, shall be brought to a conclusion within 30 minutes and the following arrangements shall apply: the opening speech of the Minister, Minister of State and the main spokesperson for the Fine Gael party and the Labour Party who shall be called upon in that order, and the speech of each other Members called upon shall not exceed five minutes in each case.
