I should like to explain why it is not being moved. It is simply because a doubt has been raised as to whether it is in order for it to be moved in consequence of recent motions about the censorship. The question as to whether it is in order is to be considered by a meeting of the Committee on Procedure and Privileges. Whether it will be moved depends on the result of that meeting.
