The Principal Act sets out that it is unlawful for any person to manufacture, sell, repair, test or proof firearms or ammunition unless he is registered by the Minister for Justice. Is this a matter in which only the Minister for Industry and Commerce will prosecute for offences, should they occur, or will the Attorney General be entitled to prosecute? Is it the intention that most of these prosecutions, when they arise, will be brought by the Minister for Industry and Commerce?
In practice it would normally fall to the Minister for Industry and Commerce to bring prosecutions of this nature, because, as I have said, this primarily is an industrial Bill and, if I may use the term loosely, offences under it would be normally industrial offences with which the Minister for Industry and Commerce would be concerned.
