SECTION 9.
Question proposed: "That section 9 stand part of the Bill."

Section 9(5) provides that the commissioners shall be appointed by the Minister. Are qualifications necessary for the position of commissioner? They are usually outlined in a Bill of this nature.

They are not outlined in the Bill but in reality there are certain conditions. As a general rule, the qualifications with regard to the appointment of a commissioner for any particular body take account of the person's experience and the contribution he or she may be able to make as a commissioner. A person in that role would certainly need to have the ability and experience of management functions, but no specific criteria are set down.

Will appointments be made through the Local Appointments Commission, to be sanctioned by the Minister?

It will be a matter for the Top Level Appointments Commission.
