I move amendment No. 2:
In page 9, between lines 35 and 36, to insert the following subsection:
"(5) This section shall apply to the Royal National Lifeboat Institution only in respect of steps taken for the saving of shipwrecked persons.".
As this matter needs further consideration in the light of representations from the RNLI, I propose submitting a revised amendment on Report Stage granting an exemption to the RNLI.
I warmly welcome the Minister's acceptance that there is a concern by the RNLI about the subsequent position of that institution under this Bill. The RNLI was set up 200 years ago for the purpose of saving lives and for saving wrecks of salvage and should be exceptional to the terms of this Bill. I am glad the Minister has taken that on board.
The amendment was resubmitted because of the exceptional circumstances.
