SECTION 10.

Amendment No. 24 has already been discussed with amendment No. 6.

I move amendment No. 24:

In page 7, between lines 34 and 35, to insert the following subsection:

"(2) Whenever the Minister proposes to make an order under this section, a draft of the order shall be laid before each House of the Oireachtas and the order shall not be made until a resolution approving the draft has been passed by each such House.".

This section allows the Minister to assign any additional functions he might consider necessary to the board. Both the general and the particular functions of the board, as outlined in the Bill, are so minimalist that they detract from the possibility of the board having a real impact on our food industry. The Minister should immediately consider section 10 to see how he can augment the functions outlined in the Bill to allow this board to function as we assumed it would.

Both I and the food industry are disappointed with the functions and the structure of the board. To be a board with a lasting impact on an industry that has the potential to create a large number of extra jobs, especially in the value-added consumer food industry area, we must give the board the functions it deserves. The Minister should give immediate consideration to section 10, and should strengthen the functions prescribed, which are minimalist at present.
