I welcome the Minister of State and her officials. Prior to proceeding with the debate, the usual citation applies in relation to speaking about those outside the House who might be identified by speeches as being the person referred to. We avoid such instances.
Any member acting in substitution for a member of the committee should formally notify the clerk to the committee now, if he or she has not already done so. That is the distinction between a select committee and an ordinary committee meeting. In fact, at an ordinary committee meeting, the person automatically announces to the committee before it starts that he or she is replacing somebody for the duration of the committee.
