SECTION 469.

Amendment No. 69 in the name of Deputy Ferris is ruled out of order because it is of the nature of substantive amendment to the statute law.

Could you explain that decision in more detail, especially in light of the memo I gave you on the collective citation of the Health (Provision of Information) Act, 1997?

With regard to amendments Nos. 69 and 70 to section 469, the existing law specifies certain institutions pursuant to the Health Acts, 1947 to 1996. Proposals which are to amend the existing law and specify institutions pursuant to the Health Acts, 1947 to 1997, must therefore be adjudged to be out of order as they represent a substantive amendment of the statute law.

Amendment No. 70 is also ruled out of order as it is of the nature of substantive amendment of the statute law.
