REPORT OF STANDING ORDERS COMMITTEE. - ORDER 27.

There is nothing before the Dáil on that subject. We shall now take Order 27.

I propose, Sir, to add to Order 27 the words: "No amendment on an amendment shall be in order until it has first become a substantive motion." This is, I presume, taken for granted, but I think it is wise to have it in the Orders, and it is in such Orders usually, I believe.

What does "it" mean?

I was just going to raise that.

Deputy Darrell Figgis's English is somewhat difficult for the ordinary layman to follow.

If that were put in we would be the laughing stock of the world.

The view of the Committee on a matter of this kind is that it is a matter of general understanding and of general conduct of debate which need not necessarily come into the Standing Orders.
