asked the Minister for Industry and Commerce whether he is aware that Irish ships are under the necessity of flying the British flag in foreign ports and on the high seas, because no steps have been taken to establish an Irish mercantile flag.

The answer to this question is as follows. It is not correct to state that no steps have been taken in regard to the establishment of an Irish mercantile flag, as the matter has already been given consideration. It is involved in the general question of the Merchant Shipping Code, which is a very complicated matter, and must necessarily take time to settle.
