SECOND REPORT OF THE COMMITTEE ON PROCEDURE AND PRIVILEGES.

1. Tar éis don Choiste Buan-Or-duithe 123 agus 124 do bhreithniúdo shocruíodar gurbh, fhearr athar-uithe áirithe do dhéanamh ar nacoiníollacha gur fútha a féadfaí aonBhuan-Ordú no aon Bhuan-Orduitheden Dáil do chur ar fionnraoi. Mol-aid, ar an abhar san, an dá Ordú sando leigint ar lár agus an tOrdú seoa leanas a chur ina n-ionad:—

1. The Committee, having taken into consideration Standing Orders Nos. 123 and 124, decided that certain changes in the conditions under which any Standing Order or Orders of the Dáil would be suspended were desirable. They, therefore, recommend the deletion of the two Orders referred to, and the substitution therefor of the following:—

SUSPENSION OF STANDING ORDERS.

123. Le cead ón dTigh d'aon-ghuth, no, i gcás dian-ghá dobheith leis, agus isé an CeannComhairle a bheidh mar bhreith-eamh air sin, féadfar aon Bhuan-Ordú no aon Bhuan-Orduithe denDáil do chur ar fionnraoi ar feadhsuidhe lae agus chun críche áirithele tairisgint ar a dtabharfar noná tabharfar fógra agus a déanfargo cuibhe: Ar choiníoll nuairatáthar ar aigne a thairisgint ganfógra go gcuirfear ar fionnraoiaon Bhuan-Ordú a bhaineann lehaonchéim Bhille do thógaint náglacfidh an Ceann Comhairle antairisgint sin mara mbeidh ag aniarratas chun í do ghlaca tacaíochtleath na dTeachtaí ar a luíod atátar éis a suidheacháin do ghlacado réir dlí. Cuirfidh Teachtaí a dtacaíocht in úil tré eirghe ina n-áiteanna.

123. By unanimous leave of the House, or in cases of urgent necessity, of which the Ceann Comhairle shall be the judge, any Standing Order or Orders of the Dáil may be suspended for the day's sitting and for a specified purpose on motion duly made with or without notice: Provided that when it is proposed without notice to move that any Standing Order relating to the taking of any stage of a Bill be suspended such motion shall not be received by the Ceann Comhairle unless the request to receive it shall have the support of not less than half the Teachtaí who have taken their seats according to law. Teachtaí shall indicate their support by rising in their places.

2. Dá réir sin bheadh uimhir 124ar Bhuan-Ordú 125.

2. Standing Order No. 125 in consequence would bear the number 124.

3. Tá an Coiste ag leanúint dágcuid oibre.

Question: "That the Second Report of the Committee on Procedure and Privileges be adopted"—put and agreed to.

Deputies will remember there is now a new Standing Order bearing on the question of the suspension of Standing Orders.

I would suggest we would have the new Standing Order printed in such convenient form as to be attached to the existing Standing Orders.

That will be done.
