I want to remind Deputies that in the discussion of Estimates in Committee they must confine themselves to the administration of the Department or Ministry and to the money which is claimed under these Votes. Deputies cannot advocate reforms which would need legislation, and cannot recommend amendments to the law in discussing the Estimates.
